Based on the Master Plan of Universitas Gadjah Mada (UGM) Campus 2017-2037, one of its commitments is to comprehend agile university governance through the development of outcome-oriented, flexible, and multiple helix management. UGM develops a management system that is results-oriented, goals, and impacts and is no longer a processes-oriented procedure or rules of the game. One of UGM’s commitments is to create an appraisal system development that suits the latest needs. For example, the update of key performance indicators (KPI) from process-oriented to outcome-oriented. This update strives to achieve big goals. The leading purpose of appraisal system development is to ensure that all components of organizational governance run accurately and judiciously.
The Directorate of Human Resources (DSDM) considers it necessary to create a performance planning workshop. Performance Planning Series Performance Management Workshop for Structural Officials in UGM online divided into three teams. The first team was structural officials from the Faculty and School, held on September 7 and 8, 2021. While the second team was structural officials from KPTU in the Directorate and Office, held on September 10 and 11, 2021. The third team was structural officials from the Special Work Unit and Study Center, held on September 16 and 17, 2021.
In the implementation of this Performance Management Workshop (ManKin), DSDM collaborated with several speakers who are experts in the field of performance management, namely Ely Susanto, SIP, MBA, Ph.D., and Dr. Nurhadi Susanto, S.H., M.Hum.; who are Lecturers of the Faculty of Social and Political Sciences in charge of Public Performance Management. The next speaker is Muhammad Sulaiman, S.T., M.T., D.Eng. who is the Director of Planning, and Dr. Ratminto, M.Pol.Admin. who is the Director of UGM’s Human Resources. The first material on the ManKin Concept delivered by Ely Susanto, Mankin in the government sector emphasizes how institutions or organizations are trying to improve human resource performance, but there are problems in the implementation stage.

Furthermore, the Director of Planning UGM, Muhammad Sulaiman, S.T., M.T., D.Eng. delivered the second material about Organizational Performance Management at UGM. Sulaiman conveyed that the UGM General Policy 2017-2022 is currently in the deepening stage to develop education. In addition, he also explained how the synergy between Work Units supported by systems and applications then related to substance achievement strategies that are also budget sharing in the implementation of activities.
Dr. Nurhadi Susanto, S.H., M.Hum. delivered the third material about Employee Performance Planning. He conveyed the basis of Performance Management starting from planning. Planning challenges are the vision of the mission has advanced often, but there are still readiness problems at the bottom level. When planning at the individual level, we need to look at the flow of mission vision to individual performance.

The first day of the ManKin Workshop continued with material from the UGM HR director. Dr. Ratminto, M.Pol.Admin, gave a presentation on Employee Performance Management at UGM. He said that when change happens very quickly, we have to respond very well. In earlier discussions about organizational culture, opening up data for our human resources requires an extraordinary commitment. The Directorate of Human Resources, the Directorate of Planning, and the Directorate of Systems and Information Resources are trying to make changes regarding employee performance management. From the DP3 assessment conducted based on the process, UGM is planning to make changes while still prioritizing the process and focusing on output and outcomes.

Performance Planning Series Performance Management Workshop reopened on the second day. On the second day, the topics given are the Preparing Individual Performance Plans SMART-C Practice and the presentation of drafting results. The speakers at this session were Dr. Nurhadi Susanto, S.H., M.Hum. and the Facilitator Team of the Hr Directorate. On this occasion, participants can share and discuss the results of the preparation of each unit’s plan. In the practice session, the facilitator demonstrated PERFORMA+ apps, which implement the new Performance Management application.
